National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026
Submission 3989 - Supplementary Submission
Good morning
I am writing part 2 of my submission to block the NDIS bill amendments currently before parliament.
In my first submission I outlined briefly how the proposed changes of current funding reductions would increase the economic burden on the government over time , I would like to expand on this in today’s submission.
Institution based care would cost more over the course of the lifetime of each participant who was forced off the NDIS. The concept of informal supports is a very dangerous assumption to make yet seemingly is the rationale for cutting participants plans .
As there is no real strategy in place to address the needs of participants who lose or cannot gain access to the NDIS the only option available to these people may be informal supports . Yet this is far from the reality of many vulnerable Australians living with disabilities. This is evident if you look at one of the most disadvantaged groups of people those without adequate housing .
This group often is made up of those with disabilities and those who have a history of family/ domestic violence. In particular women with disabilities are at a high risk for abuse yet without access to the NDIS where can they get support? Returning to abuse or homelessness would be very real outcomes for those who are at risk of not having essential support’s through the NDIS.
I personally due to my disability and escaping ongoing family violence rely on my support staff as my only means of leaving the house a few times each week for grocery shopping and taking a short walk . Without my support I would be house bound. I am in receipt of housing via homes NSW so proposed changes of no longer having access to SDA and SIL would not affect me personally but the fear I have of never being able to go outside again to undertake basic daily needs such as filling a prescription or walking on the beach is so great that i can only imagine the sheer terror of a disabled woman residing in NDIS funded housing escaping violence who now risks losing her home as well as her essential disability support’s due to the proposed bill changes.
People with disabilities who are supported to stay independent reduce costs to the government by not relying on institution based care yet the agenda seems to be pushing for a return to this model instead of focusing on community and in home based care to allow disabled people to live independently.
I am reluctant to go into too much detail as to how the changes would affect myself and others as i fear the personal impact on those the government appears to be considering only in terms of cost rather than as people is irrelevant in decision making that is why I chose to push forward the issue that the costs economically to the government will increase via reducing a person’s ability to manage there disability

through the NDIS because they will and significantly, that is the reality of making a group of people dependent on institutions for there daily care needs which is the only possible outcome for many people without the assumed informal supports to fall back onto, if that consideration alone is enough to stop this bill amendment from destroying vulnerable peoples lives then please, let that be the your rationale.
