National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026
Submission 4007
Monday 1 June 2026
deeply grateful to the architects of the scheme, to all those who have supported it, and the many professional providers who have assisted our family. The NDIS has enabled us to be a healthy, functioning, regular, Australian family.
I have seen how freedom and choice enable disabled people to thrive, grow, flourish and reach their full potential.
Alongside more than 150 disabled people, my child attends Tutti Arts every week. At Tutti Arts she feels safe, valued and confident to take risks because she is supported within a structured, disability-specific arts program where she feels disability pride. The benefits of this engagement can be seen across all aspects of her life (health, well-being, development, education and community) and therefore, has benefited our lives too.
Participation in the arts is a human right. Social and Community participation is essential for disabled people. Of all the supports provided by NDIS, the most transformative I have witnessed for my own child has been her development through engagement with disability arts and culture. This engagement is funded by Social and Community participation through the NDIS.
I wholeheartedly oppose elements of the proposed amendments that will restrict access to the NDIS for people with disability or will reduce community participation or access to the arts, or creative and cultural practice.
I am especially concerned by the indication that Social and Community Participation and Capacity Building supports will be reduced before “foundational supports” are introduced and I strongly request that funding reductions be delayed until alternate systems are fully operational.
For disabled people, access to the arts is vital for independence, skills development, pathways to employment, self-expression, health and well-being. The arts are not optional, they are reasonable and necessary
Thank you for considering my submission,
Yours sincerely, Parent of NDIS Participant and Chair, Tutti Arts
