National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026
Submission 4025
I am the parent and carer of my daughter, who has a severe permanent physical disability. I am asking the Committee to reject or substantially amend this Bill before it becomes law. My daughter cannot physically care for herself. But with the right assistive technology, supports and software she has the cognitive ability to work and contribute. To be a taxpayer. This Bill cuts the very supports that make that possible. That is not a saving. That is a permanent cost. Significant changes to her support will increase the dependency and severity of her disability. My other children and I are also directly impacted. If her supports are cut, I cannot work. I move from taxpayer to Centrelink recipient. My other children’s opportunities shrink. The government saves one NDIS budget line and spends more across Centrelink, Medicare and mental health services. This is cost shifting onto the most vulnerable people in the equation. Creating an exponential increase in dependency if not managed.
I oppose the following specific provisions:
- Schedule 1 Part 6 specifically removing the words “so far as is consistent with the financial sustainability of the scheme.” My daughter’s needs do not change when the budget changes. This converts a right into a maybe.
- Schedule 1 Part 4 specifically the Minister should not be able to cut entire support budget categories with no parliamentary vote and no individual assessment.
- Schedule 1 Part 9 specifically the Minister should not be able to declare any support replaced by a mainstream service by ministerial decree with no parliamentary oversight.
- Schedule 1 Part 3 specifically supports must be assessed holistically. My daughter’s disability affects every aspect of her life and her pathway to employment. A narrow impairment only test will cut supports she genuinely needs.
- Schedule 1 Part 5 specifically unspent funds must be allowed to carry over. Assistive technology takes months to source. Penalising careful spending is wasteful and harmful.
Do not pass this Bill until real alternative services exist. Removing support before the replacement is ready is not reform. It is harm. My daughter has a future. My children have a future. I have a future with a career that continues to build and pay taxes. With the proposed changes our entire family system is at risk moving from independent to dependent costing exponentially more. This Bill takes away independence and takes our whole family with it.
Our family did not chose to become disabled. But we find ourselves in a system dependent. As a unit we can offer more than our child requires. With the proposed changes the family system is at risk of becoming dependent. The other children’s opportunities shrink failing to get to school to become educated and earn a living and pay taxes, my job ending to pick up caring and my daughter with a physical disability yet

cognitively capable in every other way limited because physical supports trapping her in her body.
It starts with the children to build a future and support us as we age. Let’s build a sustainable future.
