Concerns about reduced SCCP funding and community access for disabled NDIS participants

National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026

Submission 4048

I am a disabled person and NDI participant and I have concerns about this bill.

I am particularly concerned about the reduction of SCCP budget causing a loss of community access funding, which will keep more people housebound and unable to access adequate medical care, resources and general community socialisation.

From personal experience I can say that accessing the community can often take much longer than planned or expected as a disabled person. For example I may be on my way to an appointment and then no wheelchair taxis are available or my wheelchair has an issue or i have an unexpected health emergency. This means the funding for the outing is used up that day, but I still did not reach my destination and will need to try again another day for that appointment. Also, I am concerned about the mental health of participants who may have reduced SCCP for social outings and as a result fail to maintain their connection to community and become increasingly isolated and at risk of suicide.

I am concerned that if SCCP budget are reduced, no doubt more people will end up in emergency clogging up beds. Putting unnecessary pressure on an already struggling public health care system.
