Impacts on daughter with mild intellectual disability

National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026

Submission 4109

For the attention of the Chairman of the Commission on Enquiry into the NDIS Reform Bill 2026

I am writing in response to the federal governments proposed NDIS Amendments Bill 2026.

I live in Sydney with my husband and 19 year old daughter. My daughter lives with a mild intellectual disability and has been a participant in the NDIS Scheme since 2019.

I am greatly concerned about the proposed changes to the NDIS and how this will dramatically affect my family and in particular, the impacts on our daughters’ wellbeing and ability to socialise and participate in the community.

I am her plan nominee and assist her with her daily living. I run a small business which affords me some flexibility to enable me to support my daughter. The impacts on caring for a person for a disability limits my ability to work.

Our daughter is unable to organise her daily living without some level of support. Although her diagnosis is mild, her functional capacity to understand money, time management, and personal care is limited.

Whilst we understand reforms are required to improve the transparency of spending within the NDIS, I believe that the proposed changes are not about improving efficiencies but are purely about a cost cutting exercise that affects the most vulnerable members of our society.

Furthermore, the impacts of the proposed changes are likely to limit my ability to work.

The bill does not provide clarification on how the new functional assessment will impact on our daughter and others like her in our community.

The disability community are the most vulnerable people in our society and your proposed changes are inhumane.

I do not support the changes to the NDIS and I request an urgent review of this bill.
